Summary
We are seeking a qualified engineering and project management professionalfor a full-time position within the Office of the Chief Program Management Officer (CPMO).
Role Overview
Lead the execution of major storage infrastructure—specifically the 8,181 m³ (4,500 MT) Propane Sphere (TK-05) at Port Harcourt and the Fuel Oil & Bitumen storage facility—as well as gas projects comprising a 4 MMSCFD CNG plant and a 15 MMSCFD CNG + LNG plant.
Key ResponsibilitiesStorage Execution: Oversee heavy erection assurance, welding, NDT, hydrotesting, PSSR, and commissioning for the propane sphere and heated fuel oil/bitumen storage systems.
Gas Infrastructure: Drive concept selection, FEED, technology licensing, and EPC integration for the 4 MMSCFD CNG and 15 MMSCFD CNG/LNG gas plants.
Controls & Safety: Maintain PMIS controls, EAC forecasts, and stage-gate reporting. Close all HAZOP, SIL, PSSR, and MOC actions before introducing hydrocarbons.
Regulatory Interfacing: Secure statutory approvals from NMDPRA, NIMASA (where applicable), Fire Service, and NESREA.
Key Requirements
Education: B.Eng / B.Sc Degree in Mechanical, Chemical, Petroleum, or Process Engineering.
Required Experience: 10–15 years in oil & gas capital projects (minimum 5 years as PM or Lead Engineer)
Project Track Record: Direct delivery experience with pressurized or atmospheric storage facilities (spheres, bullets, or tank farms).
Technical Standards: Deep knowledge of API 650/620/2510, ASME VIII, NDT acceptance standards, HAZOP, SIL, and PSSR.
Certifications: PMP / PRINCE2 preferred; COREN registration and FEED-to-EPC gas project experience are strong advantages.
