Community Development Plan (CDP) Facilitators

Position Purpose:


The Community Development Plan (CDP) Facilitator will be instrumental in supporting the implementation of inclusive, participatory planning sessions that enable all community segments to actively contribute to the development of ward-level community development plans. This role will ensure that voices from underrepresented and diverse groups, including women, persons with disabilities (PWDs), the elderly, and illiterate community members, are meaningfully incorporated. Working in tandem with staff and LGA facilitation teams, the facilitator will lead dialogue-based sessions, work with rapporteurs to accurately document outcomes, and assist in the creation and validation of comprehensive Community Development Plans that accurately reflect the priorities and realities of the communities served.


Key Responsibilities of a CDP Facilitator:


Conduct Community Development Plan (CDP) sessions using inclusive, participatory methods such as town-hall meetings and dialogue forums.
Guarantee meaningful participation from all community members, with special attention to semi-literates, illiterates, the elderly, PWDs, and economically disadvantaged individuals.
Utilize culturally relevant tools, such as local language playlets, to enhance participants' understanding of the planning process.
Collaborate closely with Lead facilitators and Local Government Coordination Committee facilitation sub-teams.
Partner with a lead facilitator to jointly facilitate sessions.
Steer discussions that contribute to the formulation of the Community Development Plan.
Ensure accurate collection, synthesis, and documentation of community input for validation and integration into the LGA Community Development Plan.
Secure representation from all community groups, including women (aiming for at least 50% representation), PWDs, youth, traditional leaders, and faith-based organizations.
Promote equal participation across all demographic segments.
Guide conversations around core themes, including: Participatory development planning principles, Stakeholder roles and shared responsibilities, Community challenges and root causes, Solution identification and resource mapping, and the significance of inclusive development approaches.
Assist in establishing Ward Development Support Committees (WDSCs) during sessions.
Provide support and supervision to LGA facilitation teams while allowing them to take the lead.
Collaborate with rapporteurs to ensure precise documentation and harmonization of outputs.
Work in conjunction with third-party facilitators from CRUDAN under Oxfam's guidance.


Qualifications/Knowledge & Experience:


Bachelor's degree in agriculture, Development Studies, Economics, or a related field
Strong analytical and critical thinking capabilities.
Demonstrated experience in community facilitation or participatory development.
Proficiency in community mobilization and engagement, facilitation, presentation to diverse stakeholders, and effective communication
Proven ability to work collaboratively within a team to achieve and deliver results.
Capacity to work effectively with others, employing persuasion, influence, negotiation, and support skills as needed to meet objectives
Ability to manage multiple tasks, prioritize effectively, and consistently produce high-quality output.
Robust analytical skills and experience using computerized information management systems (e.g., MS Word, Excel)
