Community Development Plan (CDP) Facilitators

Position Objective:


The Community Development Plan (CDP) Facilitator plays a crucial role in supporting the implementation of inclusive, participatory planning sessions that empower all community segments to actively engage in ward-level community development plan creation. The facilitator ensures meaningful inclusion of voices from marginalized and diverse groups, such as women, persons with disabilities, the elderly, and illiterate community members. Through collaboration with staff and LGA facilitation teams, the facilitator guides dialogue-based sessions, coordinates with rapporteurs for accurate outcome documentation, and supports the creation and validation of comprehensive Community Development Plans that reflect the priorities and realities of the communities served.


Key Responsibilities of a CDP Facilitator:


Conduct Community Development Plan (CDP) sessions using inclusive, participatory methods like town-hall meetings and dialogue forums.
Guarantee meaningful participation of all community members, particularly semi-literates, illiterates, the elderly, persons with disabilities, and the poor.
Utilize locally relevant tools such as playlets in local languages to enhance participants' understanding of the planning process.
Collaborate with Lead facilitators and Local Government Coordination Committee facilitation sub-teams.
Partner with a lead facilitator to co-facilitate sessions.
Steer discussions that contribute to the Community Development Plan's creation.
Ensure accurate collection, synthesis, and documentation of community input for validation and integration into the LGA Community Development Plan.
Secure representation from all community groups, including women (with at least 50% representation), persons with disabilities, youth, traditional leaders, and faith-based organizations.
Promote equal participation across all demographic segments.
Lead conversations around core themes, including: Participatory development planning principles, Stakeholder roles and shared responsibilities, Community challenges and root causes, Solution definition and resource identification, and the significance of inclusive development approaches.
Assist in the formation of Ward Development Support Committees (WDSCs) during sessions.
Enable LGA facilitation teams to lead while offering support and supervision as needed.
Collaborate with rapporteurs to ensure precise documentation and harmonization of outputs.
Work alongside third-party facilitators from CRUDAN under Oxfam's guidance.


Education/Knowledge & Experience:


Bachelor's degree in agriculture, Development Studies, Economics, or a related field
Outstanding analytical and critical thinking abilities.
Demonstrated experience in community facilitation or participatory development.
Robust skills in community mobilization and engagement, facilitation, presentation to diverse stakeholders, and effective communication
Proven ability to work effectively within a team to achieve and deliver results.
Capability to work productively with others, persuading, influencing, negotiating, and supporting, following as required to achieve targets
Aptitude for managing competing tasks; ability to prioritize and consistently produce high-quality output.
Strong analytical skills and proficiency in using computerized information management systems (Ms. Word, Excel etc.)
