Institutional Strengthening Advisor (Internals Only)

Role Overview


The Institutional Strengthening Advisor's main objective is to enhance the capabilities of the Ministry of Rehabilitation, Reconstruction, Reintegration and Humanitarian Services (MRRR&HS) in delivering sustainable solutions. This will be achieved by reinforcing the functional and structural systems to effectively coordinate and manage initiatives for displaced individuals in Adamawa state.


Your Responsibilities


You will be tasked with offering expert advice and guidance to the State Ministry of rehabilitation reconstruction, settlement and Humanitarian services (MRRR&HS). Your focus will be on ensuring the implementation of optimal program strategies, structures, systems, and resources.
Additionally, you will provide advisory support, technical supervision, and capacity building to MRRR&HS, particularly in the areas of structural review and system functionality, to ensure effective management of the organization's structure and strategy.


Required Qualifications and Skills


Further develop the comprehensive institutional capacity assessment of MRRR & HS, initiated by the previous NORCAP secondment, to identify strengths and areas for improvement.
Conduct a thorough analysis of MRRR & HS's peer Ministries, Departments, and Agencies (MDAs) in Adamawa State to establish a clear and distinct mandate for MRRR & HS, maximizing inter-ministry synergies and minimizing duplication and role conflicts.
Assist MRRR & HS in reviewing and aligning its staffing structure with its core functions and durable solutions mandate.
Guide MRR&HS in developing functional systems for gathering and disseminating information on Durable solutions.
Reflect on and document MRRR & HS's past achievements to highlight its unique contributions to durable solutions programming in Adamawa State.
Identify and map out key stakeholders and coordination forums for MRRR & HS in Adamawa State.
Facilitate the development of a four-year strategic and operational plan for MRRR & HS to implement its mandate within Adamawa State.
