TheShort-Term Hire (STH) will provide technical support, mentorship, and supportive supervision to CBOs implementing CCMP services for children and adolescents. The role will strengthen community-to-facility linkages, treatment adherence, retention, and viral suppression among children and adolescents living with HIV (CALHIV), while reviewing and validating CBO service delivery, documentation, and reported results.

Provide technical assistance, mentoring and coaching to CBO staff and community volunteers. Conduct routine supportive supervision and assess the quality of service delivery and documentation. Review and validate CBO reports, source documents, and referrals for accuracy, completeness, and consistency. Identify service delivery and data quality gaps and support timely corrective action. Support effective community-to-facility coordination and resolution of referral and follow-up gaps. Strengthen CBO capacity in case management, care planning, beneficiary tracking and case conferencing. Monitor implementation of agreed program activities and follow up outstanding actions. Participate in program reviews, quality improvement activities and relevant technical meetings. Prepare concise reports on performance, gaps, actions and emerging issues. This TOR is not exhaustive and may be revised in line with program needs.

The STH will provide technical support and oversight across: HIV Testing & Linkage: Testing, identification, and linkage of CALHIV and reactive HIVST clients. Continuum of Care: Adherence, ART refills, viral load, EAC, TB, disclosure, and follow-up of unsuppressed CALHIV. HEI follow-up, nutrition support, and adolescent treatment literacy/OTZ activities. Adolescent Support: OTZ, treatment literacy, psychosocial support and transition preparation. Integrated Services: Nutrition and other required health and support services. Case Management: Care planning, beneficiary tracking, referrals and case conferencing. Documentation & Data Quality: Timely documentation, reporting and data reconciliation. Accurate documentation and reconciliation of HTS, CALHIV, CCMP, facility/community registers, NOMIS, NDR Lite, and other applicable program reporting tools

Performance Measures

Proportion of eligible children and HEI enrolled. Proportion of eligible children linked to health facilities for HIV care and treatment services. Proportion of vulnerable adolescents accessing integrated services. Quality and timeliness of CBO documentation and reporting. Proportion of identified service delivery and data quality gaps addressed.

Qualifications and Experience

Bachelor's Degree in Nursing, Public Health, Social Sciences, Health Sciences or related field. Minimum 3 years of relevant experience in HIV, community health, or development programs, including at least 2 years supporting community- or facility-based HIV services. Experience providing technical assistance or mentorship to CBOs/community workers and reviewing program data. Good knowledge of pediatric and adolescent HIV care, adherence, retention, and viral load management. Knowledge of national HIV guidelines, NOMIS Database, and OTZ is an advantage.
