Job Title: Oil Spill Response Inspector
Location: Port Harcourt, Rivers
Employment Type: Contract Role Purpose
Inspect oil-spill preparedness and field response activities to verify that containment, recovery, shoreline/land protection, waste handling, equipment readiness, and response records meet approved plans, environmental requirements, and safe-work controls.
Inspect spill-response bases, kits, booms, skimmers, pumps, tanks, sorbents, PPE, communications, boats/vehicles, and support equipment for availability and serviceability. Verify inventory, maintenance, inspection tags, calibration, deployment readiness, access routes, and mobilisation arrangements against response plans. Participate in drills and exercises, observe deployment and command interfaces, record gaps, and track improvement actions. During an incident, inspect source-control support, containment, recovery, transfer, temporary storage, shoreline/land protection, and cleanup activities. Monitor contractor practices, exclusion zones, ignition control, water safety, manual handling, decontamination, and use of suitable PPE. Document affected areas, response tactics, recovered volumes, equipment use, waste streams, photographs, coordinates, samples, and chain of custody as assigned. Verify recovered oil, contaminated soil/water, sorbents, and debris are classified, contained, transported, and handed over to approved waste routes. Escalate ineffective containment, secondary pollution, wildlife/community risk, unsafe practices, or gaps in equipment and personnel capability. Prepare daily inspection summaries, demobilisation checks, after-action findings, and auditable evidence for regulatory and management review.
Key Performance Measures
Response equipment available and serviceable. Drill and inspection findings closed by target dates. Incident inspection records complete and timely. Recovered material and waste fully traceable. No avoidable secondary pollution or unsafe response practice.
Qualifications and Experience
HND or bachelor’s degree in Environmental Science, Engineering, Marine Studies, Occupational Safety, or a related discipline. Typically 5 or more years of environmental inspection, oil-spill response, emergency response, marine operations, pipeline operations, or HSE experience. Practical knowledge of containment/recovery equipment, field documentation, waste handling, environmental protection, and incident command interfaces. Physical capability to work outdoors, near water, in remote terrain, and during extended emergency-response operations. Strong observation, photographic documentation, record keeping, and calm stakeholder communication.
Recognised oil-spill response or incident-command training is strongly preferred. NEBOSH or equivalent HSE certification is advantageous. Boat/water safety, first aid, HAZWOPER/hazardous-material, sampling, or waste-management training is desirable according to deployment.
Response equipment readiness inspection. Containment, recovery, and cleanup surveillance. Environmental and waste-chain traceability. Emergency field documentation. Safe contractor and community interface.
Reporting and Interfaces
Internal interfaces: HSE/environment, emergency response, operations, pipeline/terminal teams, security, logistics, medical, and community relations.
